City Budget Watch

<p>The US 34 highway managed by the Colorado Department of Transportation (CDOT) is a regionally traveled road. In addition to serving as a main corridor for Lovelanders, it also heavily used by visitors and guests as the gateway to Rocky Mountain National Park.</p><p>According to the City&rsquo;s traffic data, US 34/Eisenhower Boulevard has 28,000 daily commuters and 21,000 Taft Avenue commuters daily. With this information, as well as how many collisions occur through this heavily congested area, the City has worked to improve traffic flow and reduce congestion at one of Loveland&rsquo;s busiest intersections.</p><p>Once complete, the US 34 and Taft Avenue Intersection Improvement Project will improve the intersection by providing:</p><ol><li>Two through lanes of traffic in each direction on North Taft Avenue (north and southbound).</li><li>Double turn lanes</li><li>Bike lanes, curb, gutter, and sidewalks to promote pedestrian and cyclist safety.</li><li>An updated traffic signal at the US 34 and North Taft Avenue intersection, meeting current industry standards.</li><li>Water and electric infrastructure enhancements to accommodate future utility demands.</li></ol><p>This work will provide safer conditions on North Taft Avenue and the US 34/Eisenhower Boulevard intersection, as well as improve a multi-modal (walking, biking, driving and public transit) corridor along North Taft Avenue that&rsquo;s part of the City&rsquo;s larger <a href="https://www.lovgov.org/services/public-works/transportation-development-and-construction-standards/connect-loveland" rel="noopener noreferrer" target="_blank">Connect Loveland Master Plan</a>.</p><h2>Some history</h2><p>The US 34 and Taft Avenue Intersection Improvement Project was introduced to the Loveland City Council in 1999. Throughout the years, the biggest hurdle for the project has been funding. The City found different funding sources to move the project forward over the years and is now able to move forward with allocated funding dedicated to the project. The City has acquired the homes along North Taft Avenue from 11th Street to Westshore Drive for the project, starting in 2021. In order to accomplish the improvements to widen Taft, additional rights-of-way and easements were required. The City acquired these properties to meet construction schedules and progress with an anticipated summer 2024 construction date&mdash;all of which is necessary to leverage federal grant funding opportunities.</p><h2>Why now?</h2><p>The project must start this summer 2024 to meet construction schedules and leverage federal grant funding opportunities.</p><h2>What&#39;s next?</h2><p>This project will entail four phasing stages. US 34 and Taft Avenue Intersection Improvement Project 

<p>In 2009, the City Public Works Department completed the HIP (Heart Improvement Plan) Streets Master Plan for the historic core of downtown. This effort focuses on the 4th Street portion of the HIP Street project. In 2017, with the help of public input, the plan was modernized to ensure changes were captured for the plan. Today, the HIP Streets Master Plan begins its final stages of gathering public input, design renderings and offering a further look into bringing an exciting feature to downtown Loveland. The larger HIP Streets Masterplan envisions improvements to the core 19-blocks of downtown Loveland. For the purpose of this project, planning for this location focuses on the five block areas along 4th Street that extends from Garfield to Washington Ave.</p><h2>Project Vision</h2><p>Create a functional, aesthetically pleasing, eclectic Downtown environment that facilitates business vitality, fosters a sense of community, and accentuates the identity of the Downtown commercial district.</p><p>Incorporate streetscaping as part of an existing major infrastructure project to minimize business impact and improve the built environment.</p><h2>Project Impacts</h2><p>Public input gathering for this project will happen over several months.</p><ul><li>From August through December 2023, the City of Loveland will work with Ditesco Services to gather feedback on design for streetscape improvements.</li><li>Once design is finalized in early to mid-2024, additional feedback will be collected to inform the best way to phase the project and to address ways the City of Loveland can minimize impacts to surrounding businesses during construction.</li></ul><p>By early 2025, the City of Loveland aims to begin construction, starting with underground water and stormwater utility improvements. Once infrastructure improvements are complete, the City of Loveland will focus on surface improvements determined by the streetscape design. Between utility and streetscape improvements, each block is anticipated to take six to eight months to construct.</p><p>Pedestrian access to 4th Street businesses will remain open throughout the project, however, the road will be closed to vehicular traffic. Visitors can access the corridor by parking in lots along 5th Street and by using other nearby designated on-street parking. Heart Improvement Plan (HIP Streets)

The Big Thompson River has sustained 13 damaging floods – the most recent occurring in September 2013 resulting in significant damage to public infrastructure and private properties in the Loveland area. Of particular concern was the area of the Big Thompson near U.S. Highway 287 (Lincoln Avenue) where there is the vital north-south highway connection to the City of Loveland, the Burlington Northern-Santa Fe Railroad tracks, two large community parks, the Loveland Fire Rescue Authority’s training facility and a dense cluster of buildings and businesses. Excluding the cost for emergency response, the 2013 flood caused $9.9 million in damage to public infrastructure in this area. That’s over $18 million in today’s dollars. The Highway 287 bridge nearly failed from scour undermining the piers and north abutment, and the highway was closed for more than two weeks as the river overtopped the roadway. Many businesses were closed for months due to significant flood damage.The need for more resiliency in this area following the 2013 flood led to the creation of the Big Thompson River Corridor Master Plan which was adopted by City Council in June 2019. This plan identifies numerous projects and river maintenance activities to implement along the nine-mile stretch of the river through the Loveland area. The Highway 287 Flood Mitigation project is one of the highest-priority capital projects identified.Project DescriptionThe Highway 287 Flood Mitigation project is a joint effort between the City of Loveland, the Colorado Department of Homeland Security and Emergency Management (DHSEM) the Federal Emergency Management Agency (FEMA) and the Colorado Department of Transportation (CDOT) to design flood mitigation measures for the Big Thompson River at Highway 287. This project will focus on the Highway 287 bridge, but the entire project area extends from Railroad Avenue on the west to about Saint Louis Avenue on the east. Along Highway 287, the project area extends about 1,000 feet to the north and south of the river.The project has three main components: bridge replacement and retrofitting, stream restoration and floodplain improvement. A primary goal is to increase community resiliency by removing as many properties as feasible from the 100-year floodplain and reducing flood risk to those structures that remain in the floodplain.Project ScopeThis project includes designing a new Highway 287 bridge structure over the Big Thompson River that’s about four feet higher and includes four through lanes, a center turn lane, bike lanes and a sidewalk. Other project elements include:Addressing access points throughout the project corridor to accommodate raising the bridge and highway about four feet to help prevent the river from overtopping the roadway. Creating a natural open space corridor by connecting the existing public natural areas and parks just upstream and downstream of the bridge. Reducing flood risk by increasing floodplain capacity adjacent to the river channel and using nature-based solutions (things such as planted vegetation or boulders)Improving opportunities for public interaction with the river through better access.Restoring natural areas and improving river health as best as possible.Creating a signature southern entrance into Loveland.Project FundingThe project design will cost an estimated $2.6 million with about 90% of the costs being covered by a FEMA grant and 10% from the increased stormwater fee residents started paying on their utility bills in September 2022.
