2024 City Budget Workshop

Each year, City Staff conducts a full-day workshop with City Council to review and discuss the City's financial health and future budgeting parameters. During this year’s session, the focus will be on reductions to service levels within the General Fund. Staff is seeking City Council's understanding of our current financial position and guidance on strategic approaches to fiscal matters moving into FY2025.
City Staff will review the methodology used to prioritize critical City services while reducing projects, programs, and services to achieve a sustainable and balanced 2025 budget. This approach incorporates City Council’s feedback provided at multiple touchpoints (e.g. Study sessions & Council retreat) throughout 2024 and will form the basis for the City Manager’s recommended 2025 General Fund budget. The proposed budget will reduce General Fund contributions to all General Fund City Departments but attempts to prioritize essential services such as public safety and transportation, and critical government functions including internal city support and governance functions. Consequently, General Fund City services and programs outside of these prioritized areas will face significant reductions, delays, and, in some cases, elimination.
As discussed previously, City Staff does not recommend the use of Fiscal Contingency Reserve Funds to offset the structural imbalance. Opportunities to replenish these funds used are limited and reserves must be preserved for unforeseen community emergencies.
City Council’s feedback at the August Budget Workshop will continue to shape the development of the FY2025 Recommended Budget.

The in-person event will be held in the Council Chambers at the Civic Center Municipal Building (500 E. 3rd St.).
