Hello Stakeholders!
Here are the project updates starting this week, 4/22:
- Temporary waterline was installed last week and the storm sewer pipeline installation started at 4th Street and Sheridan Avenue. We will be working up Sheridan Avenue this coming week and next week.
- Weather and other factors caused delays in work.
Please note that there are road closures at 4th Street and Sheridan Avenue, 5th Street and Roosevelt Avenue, and 5th Street and Franklin Avenue. Private driveways are not acceptable areas for turnarounds. Please see the map included.

- Excavation work along N. Sheridan Avenue will pick up this coming week starting with installation of large storm sewer culverts. This will be followed by the waterline installation.
- Work will progress up 5th Street and then turn west, heading to N. Franklin Avenue.

Next phase of the Garfield-Harrison Project begins in April
LOVELAND, Colo. – March 21, 2024 – The City’s Stormwater Engineering division, in partnership with Connell Resources, will resume construction on the Garfield-Harrison project in April, weather permitting. Phase 2c is expected to be completed in Fall 2024.
Phase 2c will begin along Sheridan Avenue north of 4th Street. The project will entail:
- Street milling on March 25. Street milling is a process used in road construction and maintenance to remove the top layer of an existing pavement surface.
- A large diameter storm sewer pipe will be installed up to 5th Street and then east to Roosevelt Avenue, requiring excavation that will require a full road closure. Adding a waterline on 5th Street between Franklin and Roosevelt Avenues.
Traffic Impacts
Through traffic on Sheridan Avenue and 5th Street will be closed from April 1 until the end of summer 2024. During construction, local access will always be maintained. Residents will experience heavy construction noise and disruptions near their homes for approximately two months. Typical working hours will be Monday through Friday from approximately 7 a.m. to 5 p.m. Night and weekend work will be occasional and announced in advance.

About the Project
The Garfield-Harrison Project is a large-scale master planned stormwater project that began in January 2022. The four-phase project is expected to be completed by 2025. The project addresses the multiple drainage problems caused by aging infrastructure in the west part of downtown Loveland. Partnering with the City’s Water and Wastewater divisions, Street Maintenance and Rehabilitation Program and Stormwater Engineering, the project will include new waterline, sanitary sewer, street resurfacing, and various concrete repairs that will improve ADA accessibility.

Garfield Harrison Storm Drainage Improvements Construction Ends for 2023
Road, sidewalk, and landscape improvements completed
LOVELAND, Colo. – Oct. 10, 2023 – The City of Loveland has ended construction early of the Garfield Harrison Storm Drainage Improvements Project. Road paving, curb and gutter work and landscaping tasks were completed. Construction will restart in spring 2024.
This multi-year project is designed to implement several improvements to infrastructure in the area including:
• Replacing and upgrading existing stormwater infrastructure to address existing drainage issues and meet current stormwater standards.
• Install 18- to 60-inch diameter storm sewer pipes.
• Replace existing waterlines and valves to address aging infrastructure.
• Replace pavement including asphalt patching, milling, overlays, or full street reconstruction where project components are installed.
• Rehabilitate and replace concrete as well as add necessary ADA improvements.
• Provide stormwater quality treatment measures within the stormwater system.
The City has contracted Connell Resources as the project contractor and ICON Engineering for project design. The total project will be funded by the Stormwater, Water and Power Enterprise Funds. This project is part of the Stormwater Master Plan as well as the Water and Power Capital Improvement Program.

The Garfield Harrison Storm Drain Project work activities for this coming week (9/3-9/9) include:
- No work this holiday weekend.
- Work will resume on Tuesday, 9/5.
- Concrete, landscape, and paving crews are finalizing restoration.
- Final paving is planned for next Saturday, September 9th.
- Smaller punchlist items will be addressed over the next few weeks as they are identified.
As a reminder, landscape crews will be in the project area until all yards are restored. If a damaged sprinkler is missed, residents are assured the contractor will still be available to quickly respond even after crews pull out.

- Concrete, landscape, and paving crews are hard at work for the next few weeks finalizing this phase of the project.
- Some waterline work is ongoing in different locations.
- Crews are also identifying streets for repair near to the project site throughout the neighborhood.
Weather permitting, work activities are Monday-Friday, 7 a.m. to 5 p.m.
As a reminder, landscape crews will be in the project area until all yards are restored. If a damaged sprinkler is missed, residents are assured the contractor will still be available to quickly respond even after crews pull out.

The Garfield Harrison Storm Drain Project work activities for this coming week (8/14-8/18) include:
- Concrete replacements are still ongoing for a couple more weeks; however, pipe installation is largely complete for this year.
- Bottom and top mat paving will be ongoing for the next couple weeks also.
- The end of this month will include punch-list items and then the Garfield Harrison Project will be back for Phase 3 next spring.

The Garfield Harrison Storm Drain Project work activities for this coming week (8/7-8/11) include:
- Completion of Phase 2 is getting close! Work will continue a couple more weeks and then construction activities will begin winding down.
- Waterline work will finish next week on W. 5th Street, followed by concrete repairs and improvements.
- Once roadway work is complete, our landscape contractor will begin restoring and repairing disturbed areas behind curbs and in yards.

The Garfield Harrison Storm Drain Project work activities for this coming week (7/31-8/4) include:
- Crews are busy working on water and storm sewer lines in 5th Street. We’re getting close to the finish line of Phase 2.
- Paving will begin with bottom mat at various locations starting Monday, 7/31.
- Concrete repairs are ongoing.
- Dust is a problem right now with the drier weather, so crews are out at least twice a day watering the construction zone.
